Circle Bridge Why?

The internet says this bridge in Garzón, Uruguay was designed renowned Uruguayan architect Rafael Viñoly to reduced speeds. This is pretty smart as most bridges aren’t set up for traffic stops or speed cameras making them a free zone for acceleration tests. Ever heard of Magnus Walker and his 6th street LA bridge? Basically the same thing. He hauls ass across it because no one can really stop him. Maybe someone should have made the 6th street bridge a circle and slowed down the traffic naturally?
